        (4) The member of the State Government responsible for Sorbs/Wends affairs shall be authorized,
        in consultation with the committee of the Landtag responsible for Sorbs/Wends affairs and the
        Council for Sorbs/Wends affairs, to determine the details of the procedure for the examination and

        payment of an expense-dependent amount pursuant to § 13a by statutory order.
          In cases where the records of past financial years permit a forecast for the following year, the legal
        ordinance may provide for the creation of an annual lump sum based on personnel costs and a
        lump sum for material costs and, upon request, to be granted to compensate for the additional costs
        of a year. Following the first two full financial years of application of the Act Amending Legislation on

        the Rights of the Sorbs/Wends in the State of Brandenburg of February 11, 2014 (GVBl. I No. 7),
        the cost reimbursements are to be evaluated as a whole.


                                                            § 13c

                                                    Transitional provision

        (1)  The Ministry responsible for Sorbs/Wends affairs may, at the request of a municipality or the

        Council for Sorbs/Wends Affairs, in agreement with the Main Committee of the Landtag, determine
        changes in the ancestral settlement area. The decision is made after hearing the respective
        municipality, the respective district, the recognized umbrella organizations of the Sorbs/Wends as

        well as the Council for Sorbs/Wends Affairs. If, as a result of the examination of the application, the
        competent ministry determines that the conditions for belonging to the ancestral settlement area laid
        down in this Act are not met, the Landtag shall be informed. The period for applications under
        sentence 1 shall end 24 months after the entry into force of this Act.

        (2)  The member of the State Government responsible for the affairs of the Sorbs/Wends shall be
        authorized, in consultation with the Main Committee of the Landtag and the Council for the Affairs of

        the Sorbs/Wends, to regulate by ordinance the details of the application procedure and the
        application examination pursuant to paragraph 1.


                                                            § 14
                                                       Announcement

        This Act shall be promulgated in German and in Lower Sorbian.

                                                                                                         Annex

        Municipalities and parts of municipalities in the ancestral settlement area of the Sorbs/Wends at the

        time of the entry into force of the Act.
