Article 42
Section 1
The authority of the Minister of Land, Infrastructure and Transport as stipulated by this
law, may be partially delegated to the Director of Hokkaido Regional Development
Bureau by ordinance of the Ministry of Land, Infrastructure and Transport.
Section 2
The authority of the Minister of Agriculture, Forestry and Fisheries as stipulated by
Article 16 may be partially delegated to the Director of Regional Forest Office by
ordinance of the Ministry of Agriculture, Forestry and Fisheries.
Section 3
The authority delegated to the Director of Regional Forest Office by the preceding
stipulation may be delegated to the Director of the District Forest Office by ordinance of the
Ministry of Agriculture, Forestry and Fisheries.
(Delegation by orders)
Article 43
Other than matters stipulated by this law, matters necessary in relation to the
implementation of this law shall be decided by executive order.
(Penal provisions)

Article 44
Section 1
Any individual who does not submit a report according to the stipulation of Section 1
under Article 28, or a submits a falsified report, or refuses, obstructs or evades an
investigation conducted according to the stipulation of the same section, or provides no
descriptions in response to questions posed according to the stipulation of the same
section, or provides falsified responses, then such an individual shall be subject to a fine of
up to 300,000 yen.
Section 2
A representative of a corporation, a corporation, or an agent, laborer, or other type of
employee of a corporation commits an act of violation cited in the preceding section in
relation to the duties of such corporation or individual, then such a person that committed
such an action shall be subject to punishment, and such corporation or individual shall also
be subject to punishment described in the same section.
Article 45
Any individual that violates the order issued according to the stipulation under Article 29
shall be subject to a non-penal fine of up to 500,000 yen.
Supplementary Provisions
(Effective date)
Article 1
This law takes effect on the day specified by the Cabinet order and within a period that
does not exceed one month counted from the date of proclamation. Stipulations under
Article 4 and Article 8 of Supplementary Provisions, however, shall take on effect on the
date of proclamation.
