(3) Matters necessary for the promotion of the Ainu Policy other than those cited in the
preceding two paragraphs
Section 3
Prefectural governors seeking to establish a Prefectural Policy and other matters that are
relevant to local public organizations must listen to opinions given by heads of relevant
local public organizations in advance.
Section 4
Prefectural governors must publish without delay and notify heads of relevant
municipalities when establishing a Prefectural Policy.
Section 5
Stipulations provided by the preceding two sections apply to changes with a Prefectural
Policy.
Chapter 3: Provisions Concerning Management of Facilities Comprised of Spaces
Symbolizing Symbiosis of Ethnic Groups
Article 9
Section 1
In the event the Minister of Land, Infrastructure and Transport and the Minister of
Education, Culture, Sports, Science and Technology makes specifications as stipulated by
Section 1 under Article 20, they must consign the management of the facilities comprised
of space symbolizing symbiosis of ethnic groups to an entity that has been specified for
such management (referred to as the “Designated Corporation” in the following section).
Section 2
The Designated Corporation, which is consigned to manage in accordance with
stipulations of the preceding section, shall have the right to collect entrance fees and other
charges (refer to as the “Entrance Fees, etc.”, by Section 2 under Article 22) in order to
supplement expenses necessary to manage the facilities comprised of spaces symbolizing
symbiosis of ethnic groups
Section 3
Matters necessary for the fulfillment of the consignment as stipulated by Section 1, other
than those stipulated by the preceding section, shall be decided by Cabinet order.
Chapter 4: Certification of Ainu Policy Promotion Regional Plan, etc.
(Certification of Ainu Policy Promotion Regional Plan
Article 10
Section 1
Municipal governments shall have the right to individually or jointly prepare a plan for
promoting the Ainu Policy within boundaries of their municipalities (hereinafter referred
to as the “Ainu Policy Promotion Area Plan”) as specified by the cabinet ordinance and
based on the Basic Policy (based on the Basic Policy and in consideration of policies in
relevant Prefectures where the governor has established a Prefectural Policy) and apply for
certification by the Prime Minister.
Section 2
The Ainu Policy Promotion Area Plan shall include descriptions of the matters cited
below.
