Promotion Regional Plan, the National Government shall make special considerations to
ensure that such Certified Municipality can issue such bonds with the financial condition
they are in and to purchase such bonds as much as the given financial circumstances
allows.
Chapter 6: Designated Corporation
(Designation, etc.)
Article 20
Section 1
The Minister of Land, Infrastructure and Transport and the Minister of Education, Culture,
Sports, Science and Technology shall have the right to designate a general corporate
judicial person or a general foundational juridical person, established with the intention of
promoting Ainu culture and considered to be capable of conducting operations stipulated
in the following articles in an appropriate and reliable manner, as the entity conducting
operations stipulated by these articles, once only throughout the nation.
Section 2
The Minister of Land, Infrastructure and Transport and the Minister of Education, Culture,
Sports, Science and Technology must not designate any entity that applies for the
designation described in the preceding section if said entity corresponds to any of the
descriptions provided by the following paragraphs.
(1) An entity that was subject to penalty enforced by fines according to stipulations of this
law, for whom two years have not elapsed since the date of completion of such execution
or ceased to be subject to such execution.
(2) An entity that was subject to a cancellation of the designation according to stipulations
of Section 1 under Article 30, for whom two years have not elapsed since the date of
such cancellation.
(3) An entity that includes among its executives any individual that corresponds to any of
the descriptions provided below.
a. An individual who was subject to the sentencing of a penal sentence that consists of
imprisonment or more, or a penalty of fine issued according to stipulations of this law,

for whom two years have not elapsed since the date of completion of such execution or
ceased to be subject to such execution
b. An individual who was dismissed by order according to stipulations of Section 2 under
Article 27, for whom two years have not elapsed since such dismissal
Section 3
The Minister of Land, Infrastructure and Transport and the Minister of Education, Culture,
Sports, Science and Technology must publish the name, address, and location of office of
any individual who is designated according to the stipulations of Section 1 (hereinafter
referred to as the “Designated Corporation”).
Section 4
In the event a Designated Corporation intends to change its name, address or location of
office, then such matters must be notified to the Minister of Land, Infrastructure and
Transport and the Minister of Education, Culture, Sports, Science and Technology in
advance.
Section 5
In the event a notification is received according to the stipulation of the preceding section,
